CULIACÁN._ The Federal Electricity Commission cut off the electricity supply to his home due to an alleged problem with the domestic meter; three hours later, it suspended service to a commercial premises owned by him, citing the same reason, the resident of the Barrancos neighborhood reported.

Domingo Valdez explained that on February 26, a CFE operator arrived at his home in the Barrancos neighborhood while he was in his small shop, a business next to his house. The operator told him that he would carry out an inspection of both the domestic and commercial meters.

However, Domingo adds, the worker took the domestic meter away for 20 minutes and when he returned he warned him that there was a problem and that he would have to go to the commission to fix it.

“He tells me, ‘Hey, your meter has a problem and it’s broken,’ but he had already taken it 20 minutes to his truck (…) ‘If you’re really interested in fixing it, he tells me, you have to go tomorrow before 10 in the morning to fix the problem,’ he said.”

After the warning, Domingo went to the commission for three consecutive days because nobody knew what had happened. On the fourth day, a person told them that his meter had a fine of 217 thousand pesos.

“We went and there was no document, there was no one, nobody knew anything. That lasted for about three days, and on the fourth day we went, they told us, ‘Oh, what happens is that you have a problem with me and you have a fine of 217 thousand, if you want to fix it, it can be fixed, and if not, nothing will be done.’”

“First, where did we get all that money? Second, where did they get the problem with the meter? The person tells me that the meter at your house has a problem, and the meter at your business has no problem.”

The complainant stated that they continued paying their regular bill after having filed an injunction before a federal commercial judge, despite this, on May 29, CFE personnel came again and cut the cables of their domestic meter, claiming that they knew about the injunction but it did not matter.

Two hours later, they returned to turn off the business’s lights, interrupting the commercial meter which they said also had the same problem.

“On May 29, they came and saw that it was sealed again and they came and cut it off and they still made up a story that the store’s meter was also sealed, but that is retaliation, just because of the anger they have (…) they said that the domestic meter had a problem inside the meter, but obviously it is not my problem, it was inside the meter and when they arrived it was sealed, if I had been violated, I probably would have bought the information from them.”

“Now we are going to another important point. These meters are public, they are the ones they gave me. They have no protection. Anyone who wants to bother you, who wants to harm you, comes and modifies them or does whatever they want because they are the ones who have the power to remove and put them in, not us.”

More than a month after the incident, Domingo says that the CFE has ignored the injunction issued by the federal judge in which it decided to reconnect the electricity service.

“It was taken to the federal judge in Mazatlán, these people from the Commission declared that he was incompetent (…) that is how they have taken it in a certain way, to say that some workers say it is already reconnected, but you log into the Commission’s system and it turns out that it is not connected, so it is back and forth from the Federal Commission so that they continue advancing in time and continue to keep us without service.”
