During the second ordinary session of the Board of Directors of Culture, its members unanimously approved the financial statements of January, February and March 2025 and recognized that the recent carnival was a success.
At the meeting chaired by the municipal treasurer, Julio César Ramos on behalf of the mayor of Mazatlán, Estrella Palacios Domínguez, the general director of Culture, and technical secretary of the Board of Directors, Raúl Rico González reported on the state of the finance of the paramunicipal and was approved unanimously of those present, the budget extension of the months of February and April.
At another point, all the directors approved the recovery fees of the 2025 – 2026 school year of the Municipal Arts Center and in general matters a report of results of the last International Carnival of Mazatlán 2025 was presented.
In this regard, the governor Maribel Chollet expressed his recognition and congratulations to the General Director of Culture, Raúl Rico González for the success of the event, describing him as “exceptional, atypical and epic.”

He stressed that the last carnival was “a breath of oxygen” for the city and a very necessary break for the Mazatlecos.
Chollet thanked the decision to allow free admission to coronations because many people who could not pay a ticket could enjoy the event.
The governor and counselor Mylai Quintero mentioned the importance of the carnival and how her success positively influenced Holy Week and in the Moto Week, overcoming many challenges and improving the economy of the region.
The governor Wendy Barajas Cortés joined the congratulations for the success of the Mazatlán Carnival and thanked the municipal president Estrella Palacios Domínguez and the secretary of the City Council, Moisés Ríos, for all the attention so that they could enjoy all the events of the maximum Buenos Aires party.

The directors attended: Moisés Ríos Pérez, secretary of the City of Mazatlán; Julio César Osuna, Director of Urban Development; José Simón García, on behalf of the Director of Public Works of the City of Mazatlán; The councilors: Wendy Barajas, Maribel Chollet, Claudia Luna, Rafael Mendoza, Mylai Quintero, Alina Quintero; and the citizen counselors Jorge Fuentevilla, Ramón Salop Sánchez and Luz del Carmen Briceño, on behalf of the citizen counselor Francisca de los Ángeles Cázares.
