México CITY.- President Donald Trump shook the trade board again. Following the ruling of the Supreme Court of the United States that invalidated most of the tariffs imposed last year, the president announced that he will sign an executive order to establish a global tariff of 10%.
“The Court did not strike down the tariffs, just a specific use under the IEEPA,” he said from the White House. And he announced that now he will take “a different direction.”
Trump plans to rely on Section 122 of the Trade Act of 1974, which allows him to impose tariffs of up to 15%, although only for 150 days.
In addition, he promised new investigations under Sections 301 and 232, tools he has already used to tax Chinese products, cars and metals. He even issued a warning that taxes of between 15% and 30% could be applied to foreign cars.

The ruling, approved 6-3, determined that the president overstepped his bounds by invoking emergency powers to impose “reciprocal” tariffs. Two justices appointed by him, Neil Gorsuch and Amy Coney Barrett, voted with the majority.
The Court did not resolve whether there will be refunds for importers. If authorized, they could total up to $170 billion.
Meanwhile, markets reacted, with stocks rising and bond yields moderating. The White House promises new routes, but the room for maneuver now seems narrower.
